XVth Convention of AIASCT, Kolkata Zone – Key Resolutions Adopted

The XVth Convention of the All India Association of Superintendents of Central Tax (AIASCT), Kolkata Zone was successfully held on 27 February 2026 at Kolkata, bringing together representatives from West Bengal, Sikkim, and the Andaman & Nicobar Islands.

The convention served as an important platform for members to deliberate on various service-related issues, administrative challenges, welfare concerns, and infrastructural requirements affecting officers across the zone. Service and Promotion Issues

The convention emphasized the urgent need to address long-standing concerns relating to promotions and career progression. Members resolved to pursue:

  • Publication of an updated seniority list of Superintendents incorporating year-wise vacancy positions and rectification of anomalies.
  • Grant of notional promotion benefits to officers affected by delays or non-conduct of Departmental Promotion Committees (DPCs).
  • Regularisation of temporary posts of Assistant Commissioners to reduce stagnation at the level of Superintendent.
  • Implementation of pay upgradation benefits in line with the judgment in the M. Subramanium case, including grant of Level-9 after completion of four years in Level-8 and release of arrears.
  • Grant of Grade Pay ₹5400 (PB-2) after four years in Grade Pay ₹4800, including cases where the promotion was obtained through MACP.

Transfer and Posting / AGT Related Matters

Members also discussed several issues related to transfer and posting policies. Key resolutions included:

  • Strict adherence to notified Transfer and Posting norms for Superintendents.
  • Consideration of posting near home towns in South and North Bengal to minimise hardship.
  • Rationalisation of station classification and fair consideration of officers’ representations.
  • Preference in postings for officers returning from Non-CCA or lower HRA stations.
  • Inclusion of building preferences (GST Bhawan, Custom House, Bamboo Villa) in AGT option forms, with priority for officers with medical conditions and expecting women officers.
  • Proposal to extend the tenure in Siliguri Appeal Commissionerate from two years to four years, subject to representation by the concerned officer after completion of two years.

Welfare and Medical Facilities

The convention stressed the importance of improving medical and welfare support for members and their families. Resolutions included:

  • Expansion of CGHS coverage to Bolpur, Durgapur, and Asansol.
  • Ensuring cashless treatment facilities through CGHS tie-ups with major hospitals.
  • Creation of a Medical Emergency Pool Fund at the All India level.
  • Timely processing of medical reimbursement, TA, and LTC claims within a fixed timeframe.
  • Wider awareness of Paripoorna Bima Aayush Yojana and exploration of inclusion of non-CGHS employees.

Infrastructure and Working Conditions

Recognizing the need for better working conditions, the convention resolved to seek:

  • Adequate office infrastructure including proper seating arrangements, computers, scanners, and laptops.
  • Renovation of washrooms and installation of air conditioning in office rooms in a phased manner.
  • Provision of lady restrooms, crèche facilities, and Divyang-friendly infrastructure.
  • Establishment of Infrastructure Committees in each office building to monitor facility improvements.

Manpower and Administrative Support

To address operational challenges faced by field formations, the convention recommended:

  • Posting of additional Inspectors based on taxpayer strength.
  • Immediate action to address shortage of Inspectors in divisions such as Dankuni, Chandannagar, and Singur.
  • Provision of official laptops and smartphones with allowances.
  • Regular conduct of Official Consultative Meetings (OCM) at the Commissionerate level.

Other Key Issues

Additional resolutions focused on:

  • Declaration of Darjeeling and Kalimpong as Tough Locations with corresponding allowances.
  • Expeditious disposal of vigilance cases pending for more than two years.
  • Ensuring transparency and integrity in association functioning and elections.

Forwarding of Resolutions

The convention resolved that copies of these resolutions be forwarded to:

  • The Principal Chief Commissioner, CGST & CX, Kolkata Zone
  • Concerned Chief Commissioners and Commissionerates
  • The Central Executive Committee (All India level)
  • All Zonal Committees of AIASCT

for appropriate consideration and necessary action.

The resolutions were adopted unanimously by the house at the XVth Convention on 27 February 2026.
